Stalexport Autostrada Małopolska S.A.

Stalexport Autostrada Małopolska S.A. implements the tasks resulting from the Concession Agreement concluded with the Public Party in 1997 for the construction through adaptation of the section of 61 km of the A4 motorway i.e. from the Murckowska junction in Katowice to the Balice junction near Kraków, to the requirements of a toll motorway and use of this section of the motorway.

The task of Stalexport Autostrada Małopolska S.A. is:

  • investment in the concession section of A4 motorway,
  • operation of the motorway,
  • acquisition of long-term funding for the next phases of the implemented investments on a self-funding basis,
  • use and derive benefits from the properties comprising the Motorway Right-of-Way.

The project implemented by SAM S.A., unlike other motorway concessions, does not encumber the State Treasury with sureties or any other obligations.

The financial model for the Katowice-Krakow section of A4 motorway adopted by the State Treasury envisages that ultimately, during the concession period, the road will be fully modernised and fitted with motorway infrastructure equipment for the money obtained from its users and the public sector will additionally receive significant budgetary income from the undertaking. In 2027, in line with the provisions of the Concession Agreement, management of this section of A4 motorway will be transferred back to the State Treasury.
