Concession motorways

Polish Concession Motorways (PAK) is a forum of concessionaires of Polish toll motorways, which was established in 2016 under the agreement concluded between Gdańska Transport Company S.A, (the concessionaire of the Gdańsk–Toruń section of A1 motorway), Autostrada Wielkopolska S.A. (the concessionaire of the Nowy Tomyśl–Konin section of A2 motorway), Autostrada Wielkopolska II S.A. (the concessionaire of the Świecko-Nowy section of Tomyśl A2 motorway) and Stalexport Autostrada Małopolska S.A. (the concessionaire of the Katowice-Krakow section of A4 motorway).

The aim of PAK is to seek enhanced cooperation, including the implementation of joint projects for the development and raising the standards of toll motorway operation, as well as the promotion of safe behaviour among drivers on these motorways and representation of the common interests of PAK members vis-à-vis the public sector, taking into account the specific nature and possible distinctions resulting from the concession agreements signed by each of the concessionaires.

The tasks of PAK include, inter alia:

  • representing the members’ common interests vis-à-vis the public authorities, media, drivers,
  • approaching representatives of public authorities and judicial authorities in matters related to the functioning of toll motorways,
  • giving its opinion on the assumptions and draft versions of laws and secondary legislation based on these laws in the scope of toll motorways,
  • submitting proposals and opinions, to the authorities which have a law-making initiative, on legal acts concerning the interests of PAK members in the scope of labour relations and economic policy,
  • inspiring business initiatives and providing organisational, legal, economic and technical advice,
  • cooperating with other social organisations, NGOs, etc.,
  • organising seminars, conferences and other forms of exchange of views and experiences within the scope of this document,
  • conducting nationwide campaigns aimed at educating drivers on motorways to shape their desired behaviours,
  • exchanging educational materials prepared by the concessionaires and promoting materials related to the safety and education of drivers to shape their desired behaviours on motorways,
  • exchanging information and materials in the scope of toll collection systems, means of payment.
